Abstract
Government service organizations face a number of economic, political, social, technical and cultural changes and challenges, which necessitates these organizations to face these challenges by making the necessary arrangements taking modern management concepts to enable them to achieve their goals efficiently and effectively, and these changes and challenges have been accompanied by the demand to modernize public administration methods, and adopt different strategies and entrances that raise the level of performance of government service agencies by dealing positively with environmental challenges and transformations, rationalizing spending and speed of delivery. And simplification of procedures, and in light of these changes and transformations emerged the need to measure the institutional performance of these organizations periodically in order to raise their level and improve, and for health services, the institutions concerned with providing them have become responsible for providing them in accordance with the standards specified and agreed globally and that as a minimum of what is known as the rights of the patient, the good health service is the one that looks at the patient as having physical, material and emotional needs and therefore it is more comprehensive than dealing with the patient only, but includes other elements such as health awareness and rehabilitation Medical.
As for Egypt, the health services sector is one of the most important service sectors in Egypt because of its attachment to the health and life of the most important element in society, which is the human element the basis for any development process, and despite what Egypt is witnessing during recent decades of attempts to develop the system of performance of these services, but the reality indicates that the attempts of development are not commensurate with the size of the problems suffered by Egyptians in access to good health service
